Hyacine isn’t the only standout. Cipher, a veteran Chrysos Heir, brings a unique ability that targets the enemy with the highest HP. By tracking damage dealt to that target, Cipher unleashes a devastating Ultimate, dealing True DMG based on the recorded amount.
